Pakistan Slaps Extra Customs Duty on Truck Tyres, Motorcycle Parts

ISLAMABAD, Oct 22 (Focus Pakistan) - Pakistan has expanded its customs duty on truck tyres and added 11 categories of motorcycle parts to an import protection list, a Federal Board of Revenue notification showed, potentially raising costs for importers while shielding local manufacturers from foreign competition.

The FBR’s S.R.O. 1888(I)/2026, dated Oct 21, slots the categories into Appendix I of S.R.O. 693(I)/2006. That order goes back to July 2006 and lets the government charge additional duty on imported parts that Pakistani vendors already make.

The cabinet’s Economic Coordination Committee cleared the move last week. The Express Tribune, which reported the decision on Oct 16, put the duty on the new items at 11%. The report gave no item-by-item breakdown.

Two of the categories cover tyres for heavy commercial vehicles. Radial tyres fall under PCT 4011.2091, and other types under 4011.2099.

The other 11 belong to motorcycles, and all share a single tariff code, PCT 8714.1090.

The FBR’s list names licence plates, side reflectors and the brackets that hold them, and left and right side plates. It also covers front decorative pieces, foot plates, wheel assemblies, windshields, seat boxes, toolboxes and centre covers. For several of these, parts of the assembly count too.

The notification puts no number on expected revenue. It also says nothing about what motorcycle buyers or fleet owners should expect to pay.

The push came from the Ministry of Industries. In a Sept 7 letter, the ministry asked for a refresh of the localised-parts list so the state could collect higher duty on imports of those components, according to the Tribune. The Revenue Division then drafted the amendment, and the ECC signed off.

The order already covers more than 1,200 tariff codes for auto parts and components, the newspaper reported. The federal government levies the duty under Section 18(5) of the Customs Act, at rates the report said the Engineering Development Board and the industries ministry determine.

Those rates differ across the list, and the order carries conditions of its own. Past amendments have cut or waived the duty for new motorcycle entrants and for new makes and models that the EDB certifies. The effective charge on any consignment can therefore depend on who imports it.

For truckers, tyres rank among the few costs they cannot put off. Road transport handles most of Pakistan’s domestic freight, so a costlier imported tyre would show up in fleet budgets sooner or later. Nothing in the notification estimates by how much.

The motorcycle list hits a different crowd. Windshields crack, side panels snap, reflectors go missing. The trade in such replacement parts runs well beyond the assembly lines, to importers and wholesale dealers across the country.

A second notification adds a wrinkle. S.R.O. 1063(I)/2026, in force since July 1, charges a general additional customs duty on a broad range of imports. It lists imports under S.R.O. 693(I)/2006 among its exclusions. The FBR has not spelled out how that exclusion will apply to the newly listed categories.

The Pakistan auto parts import duty framework now faces another test as businesses examine the latest amendment. Under SRO 1888(I)/2026, importers must review the relevant tariff classifications, existing exemptions and applicable conditions before calculating their customs liabilities.

The FBR has not said how many businesses the change touches. It has also set no localisation target to measure the policy against.
